Identity exists on the network
SAE J1939 uses parameter group numbers, source addresses, destination context, and address-claim behavior. Passive collision detection and an explicit operator decision help prevent a diagnostic client from silently competing with an existing controller identity.

A safe first production lane can request active and previously active diagnostic trouble information such as DM1 and DM2, parse bounded responses, enforce timeouts and cancellation, and sign the resulting report. That does not imply arbitrary PGN transmission, programming, or control.
